I use ECP quite a bit and it does everything you mentioned. It's freeware (used
 to be shareware) from Don Elton. It has all the regular features and suports:
batch files with inputs, wildcards, output redirection, if statements in batch
files, directory backtraceing (i.e. ../DIR.B ), EXE files, launch a file or set
 prefix 0 by entering the file's name- for SYS, S16, BAS, BIN, BAT, EXE and DIR
, a wide range of commands and many more features.
