  Currently there is no publicly available BinSCII for the Mac.  I do have
the SCIIBin sources to DECODE BinSCII files.  It is for Unix boxes and does
NOT ENCODE BinSCII files.  My Mac port is in the works but if you are
interested
I can email the current SCIIBin source to you, I assume you have a C compiler,
or I can BinHex an MPW executable for you...
