As luck would have it, just after posting
a message about not being able to make a
PICT scroll under TCL, I discoverd the
reason why.
A kind individual pointed out that when I open
the picture for drawing, I should set the clip
rect to be the size of the picture (or slightly
larger). I seem to remember a Tech note about
that. My thanks to all those who replied.
