If you only need the program itself, the upgrade is FREE. That's right, they'll send you a disk, no package, no manuals, but WITH THE UPGRADE, absolutely FREE. And this isn't restricted to minor updates. INITPicker 2.0, which is an entirely different beastie from 1.0, with many major additions, features, etc., falls under this very policy.
