Is it possible that the console's 2681 is holding the chip enable pin high? Like, the 2681 itself is fried? Should I attempt to swap 2681s? Should I remove the 2681 itself, then test to see if the 74F138 is actually trying to pull the /DUART0 line low but is somehow being held high?
