You need to set the attribut SCROLL_LINE_HEIGHT to a value greater than
zero as you'll notice that its value defaults to 0.

use:
	scrollbar_create(SCROLL_LINE_HEIGHT, 64, 0);

and the 'page button' will cause a scroll of 64 pixels, ideal for
scrolling through a canvas full of icons
