No University of California library has it (not even Berkeley). 1. Does it really exist? Or is "Theoretical" the operative word here? 2. Does someone print it in his basement in Warwick and distribute it locally? Is a journal or a throwaway newspaper? Many journals are accused of selling only to libraries; perhaps this is the dual case: it goes only to members of the EATCS? 3. Is it being kept out of the U.S. to forestall a imperialistic takeover?
