I have a client who has 2.2 including Development package. 
Wants to know if he buys 2.3 does he have to also buy
2.3 Development package. Or do any modules of his (once costly)
Dev 2.2 match the 2.3? Like the C ompiler. Its getting mighty
costly to keep doing these 'total' `upgrades'.
