Are the two monitors two screens on one display (foo:0.0 and foo:0.1) or two displays (foo:0.0 and foo:1.0)? If, as is probable, the former, yes, this is the way it's supposed to work. (IMO it's wrong, and it's recognized as having problems in environments like yours, but it's what we're stuck with for now.)
