London announces that Britain will abandon its concessions in Shanghai
and Tientsin province, China.  The 1500-man garrison is said to be 
needed elsewhere.

The French New Hebrides colony declares its loyalty with the Free French
movement and General de Gaulle.

Both Britain and Germany employ seaplanes in nighttime minelaying missions
off the enemy's coast.

The US Senate opens debate on the Universal Military Service Bill, which
would enact a peacetime draft.
