Subject: PL27 installs but PL28 does not on Plexus

Patchlevel 27 compiles, passes test, and installs but patchlevel 28 does not
want to install.  Other than that though perl at pl28 compiles and
passes all the tests so I'ld like to install it.  The error that I get
when I run make install is: 
	/bin/sh h2ph.SH
	h2ph.SH: config.sh not found
	*** Error code 1
This is running on a Plexus P/75 under Unix System V.2.  Any help is most
appreciated.
