I think we have to distinguish between the location of a person and
his/her mailbox.  If the mailservice is located in a different
country you should use that country name attribute, not that of
the person.

One way of getting from the name and location of a person to his/her
mailbox would be to use the Directory.  In most cases you would
associate the country RDN with that persons job or location.
