TOS >=1.4 formats disks in a format acceptable to a PC. As far as I know, the older TOSes have some quirk which does not exactly format disks to PC standards. There are PD formatters you can use to get PC formats using old TOS versions. TOS 1.6 (on STe) should format PC compatible disks.
