Here is a handy leap year function for your 28 or 48!
 
<< -> y << y 4 MOD NOT y 100 MOD AND y 400 MOD NOT OR >> >>
 
Place the year on the stack.  Execute the function.
Output is 1 if a leap year, else 0.
