My suggestion would be that he use a database package that could be set up any way he wanted it. Don't try to find a package geared just for his particular use. On the low end side (but still very powerful) would be something like PC-FILE:Db, and on the high side I would recommend something like R:base 3.0. He then could customize his reports to give him any type of lookup he required. Personally I use R:base and I am very happy with the purchase. I would be happy to help any way I could, even via letter mail if he would like.
