Microsoft Systems Journal July 1990 states that "There's now one version of
Windows; Windows/286 and Windows/386 have been merged so the same version works
on all machines. (As in the past, Windows quietly supports 8088/8086 machines,
but runs well only on the fastest of them.)

Maybe "quiet" is a euphemism?
