If a candidate convinces a VE team that he or she should not take the code test for one reason or another, and has a signed form from a Doctor, then they may not have to take anything on past the 5WPM test. All handicapped persons will have to pass 5WPM and then, if approaved by the VE team and the FCC, then they would be exempt from taking the 13 and 20 WPM. They would, have to still take the written test though for upgrading to General and higher. Listen to Newsline Radio or catch the printed press as more info on this comes out. I think there will be a National Teleconference Net on this topic this fall. That will really be interesting.
