The ANSI ISO working draft (X3H2-90-181 & ISO/IEC JTC1/SC21/WG3/DBL SEL3b) for
Database Language SQL2 of April 1990 does appear to permit UNIONs 
in a View definition. 

Those interested please refer sections 5.47 and  6.13.
