Subject: Emacs won't open files in subdirectory

I am having a problem trying to get emacs on an Apollo (with the apollo patches
mentioned here) to edit a file in a subdirectory.  Its always looking at the
login directory (~) even if you are in a subdirectory  (~/folder).  Is anyone
else experiencing this phenomena?  Is there a quick patch in the code (or can
someone tell me where to look in the code?
