You should check the "frequently asked questions" posting for this newsgroup (it appears monthly). In it, a package called pbm by Jeff Poskanzer is mentioned, which does exactly what you are trying to do. You can still go right ahead and rewrite it (though it *is* a fantastic package as it is, with even a mailing list for users), but you should look at it anyway since it can convert to and from most known image formats, among being able to do many other things.
