Nope, there's no ARPAnet any more.  It was dismantled earlier this
summer.  Sorry, you missed your chance by about three months.

   Also, does anyone know if the Commerce Business Daily is kept

Try asking their editorial offices.  It might be available via one of
the commercial services.
