Hopefully, this is the right group for this question:

I have a friend who is moving (immediately) to the Phillipines.  He would
like to be able to send email to those of us remaining in the states.  He
will not be affiliated with any university.  Is there some organization or
something he can contact about dial-up access to a system where he could
have an id for sending/receiving email?  

If there is someplace else I should post this, please let me know.
