It is on uunet definitely, and have heard that it is at the OSU archive site, for annonymous uucp, as well. It hasn't been posted because of some design problems that are likely to be a problem for naive users, and partially because I have entirely insufficient available time for fielding questions or complaints from large numbers of users.
