I'm looking for a PD/FREEWARE network monitor/diagnostic tool
  that understands TCP/IP (and other protocols, if possible).

I thought that I saw on this group a reference to a program,
  NETWATCH, that did this sort of thing and included source-code.
  I tried to find it on sun.soe.clarkson.edu, which where I vaguely
  remember it being, but I can't find it.
