In order to convert GIF to IFF, I've always found GRABBIT (a frame grabber)
to be fast and effective. The byte-by-byte uncompress/recompress methods
always take so much time, and most don't even show you the picture as you 
go. I just set up a slide show, grab each frame as it passes before my eyes...
