The problem you are running into is primarily the A1000 bus.
Constructivly I can tell you I got the MAX interface working with
LUCAS and Kwikstart simultaneously.

I used FACT (ACT) chips for the parts that interface with the A1000 bus.
These parts are fast and low power.

Also make sure you have a 10k pullup resistor tied to the reset line
(I believe the reset line is 53 but don't blame me if I am wrong.)
