  Jim,

  There is a known bug which prevents xconfig to create a proper 
  /etc/bootptab file. Check this file and look it it is similar to mine:

  #
  x_st_mgr.ether:ht=ether:hd=/usr/lpp/x_st_mgr/bin:bf=bootfile:T170=1b58:
  ibmstat1:tc=x_st_mgr.ether:ha=10005a5c0d56:ip:

  If the T170=1b58 statement is missing or incomplete then this is your
  problem.
