This is one area where Motif's convenience routines are *ahem* nonideal. It turns out there are separate routines for gadgets: XmToggleButtonGadget[Get/Set]State. The convenience routines bypass the intrinsics Get/SetValues mechanism. I'd suggest you just use Xt[Set/Get]Values to set or retrieve the state.
