The STARS Foundation has a Tasking Ada Simulation Kit (TASKIT) that was 
developed by General Dynamics.  I understand that the STARS Foundation
Products are now available free of charge.

Ford Aerospace developed a simulation package called FAST.  The last I heard
it was not commercially available.

I have not yet used either product.
