I also have had the problem but I found that changing the "|vacation" to |"vacation" solved the problem. (In parts of the parsing of the contents of the .forward file "|vacation" is interpreted as an address and therefore duplicates are suppressed. If you white |"vacation" the | is interpreted correctly all the way.) -- Obviously people living under such a system are not happy.
