Due to overwhelming response, I will post what I found from others.
Try the following places...   
      chyde.uwasa.fi,  terminator.cc.umich.edu,  uunet.uu.net,
      any comp.sources.unix archive site (I don't know where 
      these are... Hence my posting earlier.) 
Look for Arc 5.21, and UnZIP.   There is no program which creates ZIP
files at any of these sites.  I tried the ARC program, and could not
get it to create an ARC file. There may even be more that I did not 
get or remember.
