I use two such programs - one is Kermit 3.0, which I had to modify a bit to handle translations between ISO 8859/1 (Latin-1) and our national code page (CP 861). Those using CP 865, CP 863 CP 850 or CP 437 can use it without modifications. It is free, but not a pop-up/resident program. I also use the Telnet program (from Sun's PC-NFS). It is a pop-up resident program, but probably not what you requested.
