	Note that I only need to perform one way mappings, from
	time zone to "Delta to UT"
MET DST -> +0200
METDST  -> +0200
CET DST -> +0200
CETDST  -> +0200

	Also note that the deltas follow the X.400 convention,
	e.g. NY is -0500.
Same as RFC822 (par. 5.1, 5.2).
