There is a public domain pgm 'chkpwd' in SIMTEL20.
I have never used it myself. It seems to meet what you want as
it uses the algorithm the Internet worm used for cracking passwords
in order to look for obvious passwords.
The pgm is stored in PD2:<UNIX-C.SYSADMIN> as CHKPWD.TAR-Z.
