Here's a great idea for setting up a virtual large screen for playing Strategic Conquest. Use Stepping Out II. Make a custom size large screen that is 1464 x 928 pixels. Then "resize edges" so that the menubar and area right under it that displays all the messages are locked to the top of the monitor. This way when you move the pointer around, only the map scrolls. It makes for moving around the world very quick without the pain of scrollbars. You can also use the 50% reduction feature of Stepping Out II to view the whole world on a 13" monitor.
