Once the controls are set, when the user selects the chooser, it cannot be changed. If the person goes to the control panel (oops, it is a C/Dev) and selects the icon, s/he must enter a password to access the ChooserUser Settings. I am not sure if this is what you are looking for, or if it will help, but that is my $.02 worth....
