Thanks to all who responded.  One suggestion was to copy sh from the
distribution tape.  Somehow sh had a modification date of Aug 30;
copying sh from another machine fixed it.

I have no idea how it changed or what changed; # of bytes is identical
but cmp said byte # 24585 was different.

I hate mysteries.
