which run in X that do these (& much more!):  ISEE (Information Systems 
Engineering Environment), TSEE (Technical Systems Engineering Environment), 
RTEE (Real Time Engineering Environment).  They run on a variety of host
machines, using selected underlying RDBMSs.  ISEE roughly corresponds to 
4GL development, TSEE to 3GL, and RTEE to real time.
