You can get it via anonymous ftp from wsmr-simtel20.army.mil in file pd:tcppt1.zip Be sure to use the ftp command "tenex" to set the proper binary mode when connecting from a Unix system. I have also sent an xxencoded form of the file to be included in the TCPLUS-L archives on LISTSERV, but I have not seen it there as of the time of this posting. TCPPT1.ZIP First bug fixes for Turbo C++, from Borland Borland's patches and replacement files for Turbo C++ 1.0, as posted by Borland in their tech support forum on Compuserve.
