Thanks to everyone who replied about my query for a man type utility for
DOS.   Two programs fit the bill,  HELP.* and RBHELP.* where the type that
I was looking for.  

Several people suggested using 4DOS which has this feature.  I looked at it
and decided against switching to something like that at this time with the
rumors of MicroSoft releasing a DOS 5.0 soon.
