I can't get sun arrow keys to work under emacstool.

under emacs for the arrows I get things like

(global-set-key "\eOx" 'previous-line)

which works.

But under emacstool I get \e[A etc for the arrow keys
and when I try

(global-set-key "\e[A" 'previous-line)

I get an error complaining about prefix invalid

^[[A 

What is wrong here?
