The Makefile for perl pl 28 uses LDFLAGS both on ld and cc commands.
However, on SYS V, the cc command expects the form -Wl,<ld flag>.
I run into this problem because on our HCX we need to specify
-L/usr/local/lib to get access to -lresolv.
