I use the version from CMU; it is very complete and works quite well (at this moment, I have some windows on my NCD X terminal which use CMU TCP/IP as the X transport). I am told that it costs $150. The commercial packages cost more, and would give you support, and a different feature set. You'd probably get better answers on comp.os.vms.
