At least two of the commercial DOS TCP/IP packages can talk to the DEC DLL interface: PC/TCP and WIN/PC. At least four of the commercial packages can talk to NDIS (PC/TCP, WIN/PC, BWNFS and PC-NFS), if DEC's NDIS driver can be obtained (I've seen test versions).
