I also observed the problem with a NDIS driver echoing back ARP broadcasts to the sender, but only with the Western Digital NDIS driver. Several 3COM drivers don't show that behaviour. The InterLan NI5210 NDIS driver I use echoes broadcasts. As I understand the NDIS spec, drivers are required to echo both broadcasts and multicasts, so it wouyld appear to be a bug in the 3Com drivers. Btw, when I recently looked into FTP Software's ftp-archive at vax.ftp.com, I found the NDIS-packet driver in pub/packet.driver.old, and not in pub/packet.driver. This was a temporary condition.
