The person who wants the information has now told me a little more about it. Firstly, it is/was public domain. The author - Dr. William P. Smith was in the Statistical Policy Branch of the US Office of Standards & Regulations. The READ.ME file was dated 29 May 1985. He appears to have moved since then. The package fits 11 continuous distributions including beta, Weibull, truncated normal/log-normal, extreme-value. We would like to find out if there is a more recent version, and how we obtain it.
