You can buy it >from APDA. Price is $100 for single site license. Not quite. The commercial product from Apple is MacTCP, which is needed by MacIP. MacIP is a Telnet/FTP application that uses MacTCP, done by Andy Maas at Stanford University. I believe it is NOT public domain, but licensable from Stanford for a nominal price.
