You can get a modified version of NCSA Telnet 2.3 with SLIP and BYU's
client FTP on host ftp.cisco.com (131.108.1.27). There is a README file
which describes what you want to retrieve. This software was developed for
our customers who use cisco Terminal Servers and SLIP. However cisco makes
it available to anyone.

Note that this is unsupported and provided as is.
