There is a commercial product from Arbortext, Inc. called The Publisher which is a DTP (desktop publishing) package which uses SGML as its internal document format and TeX as the formatter. Consequently, SGML --> TeX is done "all the time", but this TeX makes heavy use of their own macros. Along with this, they provide a couple of utilities which can convert LaTeX <--> SGML.
