Well, someone at CMS caught wind of my frustrations expressed here on the net and went to quite a bit of trouble to contact me personally and together we worked out a satisfactory solution. While I still feel that they have taken *WAY* to long to get something out (an downscaled interim version would have helped some), I must say that my faith in CMS has been restored with respect to their willingness to consider and individual client's dilema and work with them.
